Enforcement Proceedings

The work of CTG's government relations team with the Bureau of Compulsory Enforcement (BCE) can be broken down into four key stages: 1) Initiation of enforcement proceedings; 2) Enforcement actions and compulsory enforcement measures; 3) Levy of execution on the debtor's property; 4) Sale of the debtor's property.

  • Every case calls for an individual approach: the debtor's financial standing, any other enforcement proceedings pending against them and their willingness to settle voluntarily all shape the engagement strategy. CTG builds its work around these factors, maintaining constant contact with BCE state enforcement officers and submitting applications, motions and inquiries electronically.
  • If the state enforcement officer does not respond, inquiries and applications are automatically forwarded to the district or regional BCE office. A CTG employee compiles an electronic register, after which the system sends the applications and motions automatically, which speeds up the exchange of information and allows the status of each case to be tracked in real time. This improves transparency, shortens response times and strengthens working communications with BCE offices.
  • CTG uses robotic process automation (RPA) solutions and integration with electronic document management systems, which makes it possible to prepare and file applications, complaints and administrative claims promptly. As a rule, receipt of such filings helps establish direct contact with the officers in charge and the management of BCE offices, which speeds up decisions on recovery measures and improves outcomes.
  • In practice, over 60% of applications filed by CTG through electronic interaction are resolved before the court stage: the enforcement authorities step up their efforts, and the measures initiated deliver results in the shortest possible time. This confirms the effectiveness of an integrated approach that combines digital technologies, legal instruments and ethical engagement with debtors.
